A lot of these 'sets' the consignor has a better set(s) and keeps the best centered cards. Top 1-3 or so on the 1952 topps registery is one thing, but when you talking 10th and lower on the 1952 set break ups you will see terrible centering on many many cards.

I dont care how many sets anyone has its psa responsibility to grade correctly...these cards are oc and some miscut by psa standards amd should be marked accordingly

Buy the card not the flip... at least as far as centering you can see on a picture...its the little wrinkles and things like that you may not be able to tell from a picture..but Off centered issues are obvious just with a picture so be happy for that

Can a submitter not request a "No Qualifiers" option?

And, personally, I have seen some cards read OC that actually don't look too bad, while others that deserve that designation even more so, are without any. But, maybe that's because the submitter opted for no qualifiers?

The final prices were significantly lower on the off centered cards.

You can w/ PSA, but if it is gradable and not MC, but only O/C, it will cost you two grades. MC will always get the MC qualifier with them. I don't use SGC, so can't speak to their policies.
