Has anyone ever seen what these are? I've never heard of them, and none are on ebay?

Maybe it is one of those Tea cards and this was one of the variations or maybe a sticker was misplaced on a wrong product? That sticker just doesn't look like it belongs (blocking out a good portion of the regular label) and was definitely placed on the container post production.

1988 Tetley Tea Discs
1988 Our Own Tea Discs

Looks like Lady Lee was a Lucky Stores brand. if these were actually issued with this product, maybe it is known under one of the names mentioned in this wiki article:

From my memory, I think I bought a can when these came out and there was no mention of Lady Lee on the cards, a generic MSA card inside.

The generic "1988 MSA Iced Tea Discs" set was intended for distribution with store brand tea for stores that didn't want to pay the extra to get their name on it, like Tetley, Our Own or Weis. So that is what would be in there, assuming the sticker wasn't just added. I hadn't heard of any cards coming with other drink mixes.
