Even weirder (to me) is that if you look up the cert on PSA's website, there is a clearer photo of the ball, and it looks like it was already cut up when they certed it. How much you wanna bet the other pieces of the ball now reside in some frankencard, and these are just the "leftovers"?

Can a ball in that condition be restored? If so would it be considered altered?

Same question I have. If repaired to hold it together, is it akin to a trimmed or re-colored card?

It's no longer in its originally constructed state, so yes I would say severely altered.
