I guess the only thing that makes this even a little bit OK is that they are disclosing it up front rather than trying to pass it off as unaltered.

I would think the holdering fee was the real factor!
if you restore and submit a Walter Payton rookie it will be flat out rejected.

For my part i prefer the before...
I prefer alway a bad looking poor condition card than a restored doctored card

Nothing wrong with holdering a restored Wagner and noting it as such. A little more important and difficult card than a 1976 Walter Payton.
